Rwanda steps into the Oscars spotlight for the first time

For the first time in its history, Rwanda is not only watching the Oscars — it’s preparing to compete. The Ministry of Youth and Arts has announced the formation of the inaugural Rwanda Oscars Selection Committee (ROSC), a 15-member panel tasked with selecting the country’s official submission to the 98th Academy Awards® in the International Feature Film category.

The committee brings together seasoned professionals from across Rwanda’s film and creative sectors. Its formation marks a significant milestone for a nation whose cinema is increasingly gaining attention at home and abroad.

“This marks a pivotal opportunity for Rwanda’s creative economy. The establishment of the Rwanda Oscars Selection Committee aligns with our strategy to elevate our cinematic voice globally,” said Hon. Sandrine Umutoni, Minister of State for Youth and Arts.

Committee members

The ROSC is composed of: Marie France Niragire (Chairperson), Hope Azeda, Myriam U. Birara, Kantarama Gahigiri, Jones Kennedy Mazimpaka, Aimé Philbert Mbabazi Sharangabo, Wilson Misago, Elodie Mumhoreze, Didacienne Nibagwire, Ruzindana Rugasa, Kivu Ruhorahoza, Eugene Safali, Trésor Senga, Chance Tubane, and Annette Uwera Uwizeye.

How the Selection process works

The ROSC will operate in accordance with the Academy of Motion Picture Arts and Sciences (AMPAS) rules. To be eligible, a film must:

Have its theatrical release between 1 October 2024 and 30 September 2025.

Be first released in Rwanda and shown in a public cinema for at least seven (7) consecutive days.

Be primarily in a language other than English, with English subtitles.

Have creative control mainly in the hands of Rwandan nationals or residents.


Submissions must include:

A completed submission form (available from the Ministry).

Proof of qualifying theatrical release.

A synopsis and production details.

A press kit (poster, stills, director bio, etc.).


Submissions should be sent to rwandaoscars@moya.gov.rw.

Transparency at the forefront

In line with AMPAS rules, all committee members must watch each submitted film in full before voting. The decision will follow open discussion and a secret-ballot vote, with the final selected film to be publicly announced.


National Oscar submissions can transform a country’s film industry, drawing international attention, boosting festival invitations, and opening new distribution opportunities. This milestone marks a new chapter for Rwanda’s film industry, setting the stage for local stories to shine on cinema’s most prestigious platforms.
