Rwanda Governance Board revokes legal status of Grace room ministry

Kigali, May 10 — On the afternoon of May 10, the Rwanda Governance Board (RGB) issued an official statement announcing the revocation of the legal personality of Grace Room, an interdenominational ministry led by Pastor Julienne Kabanda.

According to the notice, the decision was made due to Grace Room’s failure to comply with laws governing the establishment and operation of faith-based and law-based organisations in Rwanda.

“Grace Room has been engaging in prayer-related activities that are inconsistent with its stated mission as an interdenominational ministry,” the statement read.

Grace Room, known among local communities as a place where people gather for prayer, is now prohibited from operating under its former legal status.

The RGB emphasized that all organisations registered under its authority are legally required to operate strictly within the parameters of their approved mission and objectives. Any deviation from the declared objectives submitted at the time of registration constitutes a violation of national regulations and may result in administrative sanctions — including revocation of legal status.

The board further reminded all faith-based organisations of their duty to preserve the integrity of their legal identity by complying fully with all applicable laws, regulations, and guidelines. It reaffirmed its ongoing commitment to oversight and enforcement to ensure accountability and lawful conduct within the sector.

This action underscores the government’s broader efforts to maintain transparency, consistency, and accountability in the operations of all legally recognised organisations in Rwanda.

It remains unclear whether Grace Room will appeal the decision. Meanwhile, the RGB has reaffirmed its intention to closely monitor all registered organisations to ensure continued compliance with legal and regulatory standards.
